Development

The production of H. Vinoth and Boney Kapoor's Valimai (2022), Ajith Kumar's 60th movie, was delayed multiple times because of the COVID-19 pandemic.  The cooperation would be their third in a row after Nerkonda Paarvai (2019) and Valimai, which was later confirmed in September 2021. In March 2021, Kapoor hinted at working with Vinoth and the actor's 61st film.  A third collaboration between the actor and director was required due to the lengthy production of Valimai, according to sources, however Kapoor disputed these accusations in an interview before the film's release.  Ajith had initially intended to work with a another filmmaker, but after seeing the rough cut of Valimai, he decided to work with Vinoth.

The project was given the working title AK 61 on February 15, 2022, and pre-production work on the movie started at the same time. Kapoor also tweeted a monochrome still with Ajith sporting coolers and a long beard, which will be the actor's appearance for his movie. Ramoji Film City in Hyderabad, where much of the film's shooting took place, would host a sizable set replicating Mount Road in Chennai as part of the production.  For Valimai, Vinoth hired Ghibran as the music composer and Milan as the art director. He also hired Vijay Velukutty as the editor.  The action routines were choreographed by Supreme Sundar.Thunivu was officially announced as the name on September 21, 2022.

Vinoth disclosed the movie's identity in a December 2022 interview with The Times of India, claiming that it is a heist movie that combines several genres and can't be classified as belonging to any one of them. Ajith was shown a single scene that had been scripted for a low-budget movie, according to Vinoth, who increased the project's scope after Ajith expressed interest in starring in it.Vinoth clarified "The movie is about finances. We use it every day, yet if someone asked us what money is, how currency works, and what reference money is, we probably wouldn't know ".He also noted that, contrary to rumours, Ajith does not have a dual part in the movie and that the identity of his character will be kept a secret.

Casting

According to rumours, Thunivu was attempting to cast stars in the movie from "around the business."  Manju Warrier was cast as the lead heroine in May 2022, one month after production got underway. This was her second Tamil film after Asuran (2019), albeit she would not be Ajith's love interest. Warrier was chosen by Vinoth because he thought that "audiences would expect a powerful character from her as she's a superb performer," and he wanted to cast an actress who was closer to Ajith's age. We chose to demonstrate a new side of her by having her do action in order to give her character a sense of freshness because she has performed in so many performance-oriented roles.

The project was signed in the same month by John Kokken, Veera, Samuthirakani, Mahanadi Shankar, and others. This marks Ajith's first collaboration with Mahanadi Shankar in 20 years following Dheena (2001). Nayana Sai was cast in the movie in June 2022,and the following month, Telugu actors Ajay and Mamathi Chari joined the movie and shot a few critical scenes. Due to schedule issues with Varisu, Shaam turned down an offer to play a negative role.  In addition to playing a significant part, Chirag Jani said that after Kaappaan, this is his "largest role in Tamil" (2019). Jani described his character as a businessman with grey shades who would have "a very polished, corporate look" and be "not your standard villain role."
