Development

Vijay's 66th movie in a leading role, with the working title Thalapathy 66, was revealed on September 26, 2021. It is the first Tamil movie produced by Dil Raju and Sirish under Sri Venkateswara Creations, directed by Vamshi Paidipally, and is Paidipally's second Tamil movie following Thozha (2016).  The second wave of the COVID-19 pandemic in India forced the project's creators to postpone their initial plans to disclose it early that year, according to Paidipally.  According to reports, Vijay got paid 1.18 billion ($15 million) for the movie.  As the movie will take place throughout two separate historical periods, he was also said to be flaunting two different appearances.

In collaboration with Hari and Ashishor Solomon, Paidipally wrote the story and the screenplay.  Raju Murugan was hired to compose the dialogue, however he decided against participating because of other film commitments.  Vivek took over for Murugan in order to add more language and screenplay. The technical team for the movie included production designers Sunil Babu and Vaishnavi Reddy, editor Praveen K. L., and cinematographer Karthik Palani.  The movie, according to Dil Raju, was "family-centric" like the most of Vijay's 1990s productions.  The directors made it clear that the movie will solely be shot in Tamil, contrary to certain reports that said it would be a Tamil-Telugu bilingual.  On the eve of Vijay's 48th birthday, on June 21, 2022, the title Varisu was revealed.

Vamshi stated that the movie is a family entertainer in the broadest sense and is not genre-specific since he felt it was important to include a number of features that would appeal to the target audience, particularly when writing for a huge actor like Vijay. He followed suit, bearing in mind the star and his reputation, and believing that everyone in the audience, including kids and elders, would love the movie.

Casting

The movie's plot was created with Mahesh Babu in mind, and when the actor was unable to participate, the producers contacted Allu Arjun, Prabhas, and Ram Charan before settling on Vijay.  Prakash Raj was rumoured to have a significant role in the movie in October 2021, working with Vijay for the first time in over a decade since Villu (2009). Rashmika Mandanna's birthday, April 5, 2022, was the day it was revealed that she will play the major role.  After Sulthan, this is her second Tamil film (2021).  Pooja Hegde was originally intended to be the lead actress, but the producers ultimately decided against it because she was starring in two other films with big names (2022).The day after Mandanna made her casting announcement, R. Sarathkumar joined the crew.

Shaam confirmed to be in the movie on April 26, 2022, and Yogi Babu confirmed to be in the movie the next week. Five days later, the production company revealed Prabhu, Jayasudha, Telugu actor Srikanth, Sangeetha Krish, and Samyuktha Shanmughanathan were cast members.  At the beginning of June, a picture of Khushbu on the sets surfaced online. She first denied being a cast member,[36] but on October 26 it was made official.  In Vijay's opinion, she plays a supporting role. The length of Khushbu's sequences prevented them from being included in the theatrical version : 9:40.Ganesh Venkatraman announced his participation in the movie on August 23.  Sriman's participation in the movie was confirmed in September.  On December 24, Vijay said that S. J. Suryah would have a little part in the movie, which he agreed to do for Vijay 9:45–10:20.
